Non-Muslims Perpetrated 94% Of All Terror Attacks On US Soil



The Threat To The U.S. From "Muslim Terrorists" Has Been Greatly Exaggerated

An FBI report shows that only a small percentage of terrorist attacks carried out on U.S. soil between 1980 and 2005 were perpetrated by Muslims.
Princeton University’s Loon Watch compiled the following chart from the FBI’s data (as explained below, this chart is over-simplified … and somewhat inaccurate):

According to this data, there were more Jewish acts of terrorism within the United States than Islamic (7% vs 6%).  These radical Jews committed acts of terrorism in the name of their religion.  These were not terrorists who happened to be Jews; rather, they were extremist Jews who committed acts of terrorism based on their religious passions, just like Al-Qaeda and company.
(The chart is misleading in several ways. For example, it labels “Extreme Left Wing Groups” and “Communists”, but not “Extreme Right Wing Groups” or “Fascists”. It should have either discarded allpartisan labels, or included labels for both ends of the spectrum.  In addition, “Latinos” is misleading, as Loonwatch is actually referring to Puerto Rican separatist groups, Cuban exile groups and the like.  However, as shown below, many of the basic concepts are correct.)
U.S. News and World Report noted in February of this year:
Of the more than 300 American deaths from political violence and mass shootings since 9/11, only 33 have come at the hands of Muslim-Americans, according to the Triangle Center on Terrorism and Homeland Security. The Muslim-American suspects or perpetrators in these or other attempted attacks fit no demographic profile—only 51 of more than 200 are of Arabic ethnicity. In 2012, all but one of the nine Muslim-American terrorism plots uncovered were halted in early stages. That one, an attempted bombing of a Social Security office in Arizona, caused no casualties.
Wired reported the same month:
Since 9/11, [Charles Kurzman, Professor of Sociology at University of North Carolina at Chapel Hill, writing for the Triangle Center on Terrorism and National Security] and his team tallies, 33 Americans have died as a result of terrorism launched by their Muslim neighbors. During that period, 180,000 Americans were murdered for reasons unrelated to terrorism. In just the past year, the mass shootings that have captivated America’s attention killed 66 Americans, “twice as many fatalities as from Muslim-American terrorism in all 11 years since 9/11,” notes Kurzman’s team.
Law enforcement, including “informants and undercover agents,” were involved in “almost all of the Muslim-American terrorism plots uncovered in 2012,” the Triangle team finds. That’s in keeping with the FBI’s recent practice of using undercover or double agents to encourage would-be terrorists to act on their violent desires and arresting them when they do — a practice critics say comes perilously close to entrapment. A difference in 2012 observed by Triangle: with the exception of the Arizona attack, all the alleged plots involving U.S. Muslims were “discovered and disrupted at an early stage,” while in the past three years, law enforcement often observed the incubating terror initiatives “after weapons or explosives had already been gathered.”
The sample of Muslim Americans turning to terror is “vanishingly small,” Kurzman tells Danger Room. Measuring the U.S. Muslim population is a famously inexact science, since census data don’t track religion, but rather “country of origin,” which researchers attempt to use as a proxy. There are somewhere between 1.7 million and seven million American Muslims, by most estimates, and Kurzman says he operates off a model that presumes the lower end, a bit over 2 million. That’s less a rate of involvement in terrorism of less than 10 per million, down from a 2003 high of 40 per million, as detailed in the chart above.
Yet the scrutiny by law enforcement and homeland security on American Muslims has not similarly abated. The FBI tracks “geomaps” of areas where Muslims live and work, regardless of their involvement in any crime. The Patriot Act and other post-9/11 restrictions on government surveillance remain in place. The Department of Homeland Security just celebrated its 10th anniversary. In 2011, President Obama ordered the entire federal national-security apparatus to get rid of counterterrorism training material that instructed agents to focus on Islam itself, rather than specific terrorist groups.
Kurzman doesn’t deny that law enforcement plays a role in disrupting and deterring homegrown U.S. Muslim terrorism. His research holds it out as a possible explanation for the decline. But he remains surprised by the disconnect between the scale of the terrorism problem and the scale — and expense — of the government’s response.
“Until public opinion starts to recognize the scale of the problem has been lower than we feared, my sense is that public officials are not going to change their policies,” Kurzman says. “Counterterrorism policies have involved surveillance — not just of Muslim-Americans, but of all Americans, and the fear of terrorism has justified intrusions on American privacy and civil liberties all over the internet and other aspects of our lives. I think the implications here are not just for how we treat a religious minority in the U.S., but also how we treat the rights & liberties of everyone.”
Kurzman told the Young Turks in February that Islamic terrorism “doesn’t even count for 1 percent” of the 180,000 murders in the US since 9/11.
While the Boston marathon bombings were horrific, a top terrorism expert says that the Boston attack was more like Columbine than 9/11, and that the bombers are “murderers not terrorists”.  Theoverwhelming majority of mass shootings were by non-Muslims.  (This is true in Europe, as well as in the U.S.)
However you classify them – murder or terrorism – the Boston bombings occurred after all of the statistical analysis set forth above. Moreover, different groups have different agendas about how to classify the perpetrators  (For example, liberal Mother Jones and conservative Breitbart disagree on how many of the perpetrators of terror attacks can  properly be classified as right wing extremists.)
we reviewed all of the terrorist attacks on U.S. soil as documented by the National Consortium for the Study of Terrorism and Responses to Terrorism (START). (2012). Global Terrorism Database, as retrieved from http://www.start.umd.edu/gtd.
The START Global Terrorism Database spans from 1970 through 2012 (and will be updated from year-to-year), and – as of this writing – includes 104,000 terrorist incidents.  As such, it is the most comprehensive open-source database open to the public.
We counted up the number of terrorist attacks carried out by Muslims.  We excluded attacks by groups which are obviously not Muslims, such as the Ku Klux Klan, Medellin Drug Cartel, Irish Republican Army, Anti-Castro Group, Mormon extremists, Vietnamese Organization to Exterminate Communists and Restore the Nation, Jewish Defense League, May 19 Communist Order, Chicano Liberation Front, Jewish Armed Resistance, American Indian Movement, Gay Liberation Front, Aryan Nation, Jewish Action Movement, National Front for the Liberation of Cuba, or Fourth Reich Skinheads.
We counted attacks by Al Qaeda, the Taliban, Black American Moslems, or anyone who even remotelysounded Muslim … for example anyone from Palestine, Lebanon or any other Arab or Muslim country, or any name including anything sounding remotely Arabic or Indonesian (like “Al” anything or “Jamaat” anything).
If we weren’t sure what the person’s affiliation was, we looked up the name of the group to determine whether it could in any way be connected to Muslims.
Based on our review of the approximately 2,400 terrorist attacks on U.S. soil contained within the START database, we determined that approximately 60 were carried out by Muslims.
In other words, approximately 2.5% of all terrorist attacks on U.S. soil between 1970 and 2012 were carried out by Muslims.*  This is a tiny proportion of all attacks.
We determined that approximately 118 of the terror attacks – or 4.9% – were carried out by Jewish groups such as Jewish Armed Resistance, the Jewish Defense League, Jewish Action Movement, United Jewish Underground and Thunder of Zion. This is almost twice the percentage of Islamic attacks within the United States.  In addition, there were approximately 168 attacks – or 7% – by anti-abortion activists, who tend to be Christian. Fuerzas Armadas de Liberacion Nacional  – a Puerto Rican paramilitary organization -  carried out more than 120 bomb attacks on U.S. targets between 1974 and 1983, and there were some 41 attacks by Cuban exiles, and a number of attacks by other Latin American groups.
Another study undertaken by the National Consortium for the Study of Terrorism and Responses to Terrorism – called ”Profiles of Perpetrators of Terrorism in the United States” – found:
Between 1970 and 2011, 32 percent of the perpetrator groups were motivated by ethnonationalist/separatist agendas, 28 percent were motivated by single issues, such as animal rights or opposition to war, and seven percent were motivated by religious beliefs. In addition, 11 percent of the perpetrator groups were classified as extreme right-wing, and 22 percent were categorized as extreme left-wing.
Preliminary findings from PPT-US data between 1970 and 2011 also illustrate a distinct shift in the dominant ideologies of these terrorist groups over time, with the proportion of emerging ethnonationalist/separatist terrorist groups declining and the proportion of religious terrorist groups increasing. However, while terrorist groups with religious ideologies represent 40 percent of all emergent groups from 2000-2011 (two out of five), they only account for seven percent of groups over time.
Similarly, a third study by the National Consortium for the Study of Terrorism and Responses to Terrorism Religion found that religion alone is not a key factor in determining which terrorists want to use weapons of mass destruction:
The available empirical data show that there is not a significant relationship between terrorist organizations’ pursuit of CBRN (chemical, biological, radiological or nuclear) weapons and the mere possession of a religious ideology, according to a new quantitative study by START researchers Victor Asal, Gary Ackerman and Karl Rethemeyer.
Therefore, Muslims are not more likely than other groups to want to use WMDs.
* The Boston marathon bombing was not included in this analysis, as START has not yet updated its database to include 2013 terrorist attacks.  3 people died in the Boston attack.  While tragic, we are confident that non-Musliims killed more than 3 during this same period.
We are not experts in terrorism analysis.  We would therefore defer to people like Kurzman on the exact number.  However, every quantitative analysis of terrorism in the U.S. we have read shows that the percent of terror attacks carried out by Muslims is far less than 10%.
Postscript: State-sponsored terrorism is beyond the scope of this discussion, and was not included in our statistical analysis.  Specifically, the following arguments are beyond the scope of this discussion, as we are focusing solely on non-state terrorism:

Myanmar’s Buddhist Bigots



There is perhaps no religion that Western liberals find more appealing than Buddhism. Politicians fawn over the Dalai Lama, celebrities seek out Buddhist meditation, and scientists and philosophers insist that Buddhism has much to teach us about human nature and psychology.
Even some of the so-called New Atheists have fallen for Buddhism’s allure. For most of its Western sympathizers, Buddhism is a deeply humanist outlook, less a religion than a philosophy, a way of life to create peace and harmony.
The Rohingya people of Myanmar take a very different view of Buddhism. The Rohingya are Muslims who live mostly in Rakhine, in western Myanmar, bordering Bangladesh. Early Muslim settlements there date from the seventh century. Today, in a nation that is 90 percent Buddhist, there are some eight million Muslims, of whom about one in six is Rohingya.
For the Myanmar government, however, the Rohingya simply do not exist. The government is conducting a national census; 135 ethnic categories are listed on the form. One ethnicity is conspicuously absent: the Rohingya, who the government insists must define themselves as “Bengalis” (that is, as foreigners). “If we ask a family about their ethnicity and they say Rohingya, we will not accept it,” a presidential spokesman, Ye Htut, said recently.
The problems faced by the Rohingya are far graver than a refusal by the state to acknowledge their identity. Their very existence is under threat.
Since 2012, there has been a vicious series of pogroms against the Rohingya. Villages, schools and mosques have been attacked and burned by Buddhist mobs, often aided by security forces. Hundreds of Rohingya have been killed, and as many as 140,000 people — more than one in 10 of the Rohingya population— have been made homeless. A report last September from the independent Sentinel Project for Genocide Prevention suggested that “recent violence has moved beyond mere pogroms” and toward “the ethnic cleansing of entire regions.”
The anti-Muslim campaign has been led by Buddhist monks, who say their actions are in keeping with the demands of their faith. The principal anti-Rohingya organization, the 969 movement, takes its name from the nine attributes of Buddha, the six qualities of his teachings and the nine attributes of the monks. Its leader, a monk named Wirathu, has reportedly called himself the “Burmese Bin Laden.” Muslims, he told an interviewer, “breed quickly and they are very violent.” Because “the Burmese people and the Buddhists are devoured every day,” he argued, “the national religion needs to be protected.”
The extremist monk has proposed a “national race protection law” under which a non-Buddhist man wishing to marry a Buddhist woman would have to convert to Buddhism and obtain permission from the state. The proposalhas won support from Myanmar’s president, Thein Sein, and may become law by the end of June.
How do we reconcile the perception of Buddhism as a philosophy of peace with this ugly reality of Buddhist-led pogroms in Myanmar?
Few would suggest that there is anything inherent in Buddhism that has led to the persecution. Instead, most would recognize that the anti-Muslim violence in Myanmar has its roots in the nation’s political struggles.
The military junta that came to power in 1962 has frequently sought to build popular support by fomenting hatred against minority groups. It has stripped the Rohingya people of citizenship, and placed restrictions on their travel, education and land ownership. It has even imposed a “two-child policy” on Rohingya families, to limit their population.
Paradoxically, the recent successes of Myanmar’s democracy movement have only worsened the problems of the Rohingya. In an effort to bolster its position, the government has sharpened its rhetoric of hate, while opponents of the regime have refused to support the Rohingya for fear of alienating the Buddhist majority.
The leader of the democracy movement, the Nobel Laureate Daw Aung San Suu Kyi, has been shamefully silent, willing only to condemn violence in general. Members of her National League for Democracy are openly involved in extremist anti-Rohingya organizations. It is not that tenets of the Buddhist faith are responsible for the pogroms, but that those bent on confrontation have donned the garb of religion as a way of gaining a constituency and justifying their actions. What is true of Myanmar applies to many other conflicts involving religious groups — from Pakistan to Nigeria, from Indonesia to the Central African Republic. The spawning of such violence has led many to see religion itself, and Islam in particular, as the root of conflict.
Religion does, of course, play a role in these confrontations, but it would be wrong to see them as purely religious. When groups vying for political power exploit religion, its role is often to establish the chauvinist identities by which other groups are demonized and the actions of one’s own are justified.
The anti-Muslim violence in Myanmar may make us doubt our preconceptions about Buddhism. It should certainly make us question the stance of Ms. Aung San Suu Kyi, generally seen in the West as a fearless warrior for liberty.
While many Western observers acknowledge the political roots of Myanmar’s sectarian violence, it is notable that few are willing to be as nuanced about other conflicts involving Islam. Perhaps the plight of the Rohingya will prompt us also to think again about global confrontations where religion plays a role, and will push us to adopt a less black-and-white view.

Ottoman Caliphate Aided Ireland During Famine

On a recent trip to Turkey, President of Ireland, Mary McAleese expressed gratitude to the Turkish people for the humanitarian aid provided by the Islamic Khilafah to Ireland during the Great Famine, 160 years ago.
Turkish newspaper “Ikinci Vatan” reports that McAleese on her official visit to Turkey made the statement during her meeting with Turkish president Abdullah Gul and expressed the words of gratitude from the people of Ireland for humanitarian aid provided by Ottoman Caliphate.
During the period of 1840-1850, Ireland suffered the great famine, directly caused by the colonial policy of Great Britain who had occupied the territory.
In 1845, the onset of the Great Irish Famine resulted in over a million deaths. Ottoman Sultan Khaleefah Abdul-Majid I declared his intention to send 10,000 sterling to Irish farmers but Queen Victoria requested that the Sultan send only 1,000 sterling, because she had sent only 2,000 sterling herself.
The Sultan sent the 1,000 sterling but also secretly sent 5 ships full of food. The English courts tried to block the ships, but the food arrived in Drogheda harbor and was left there by Ottoman Sailors. Due to this the Irish people, especially those in Drogheda, are friendly to the Turks. note football crest below.
In 1845, the 10,000 pounds dedicated to the Irish from the Sultan would be worth approximately 800,000 pounds today, that is $1,683,280 US Dollars. On the other hand, the Queen gave the equivalent of 160,000 pounds today or 336,656 US Dollars, The Osmanli Traveller blog has copied to text a write up by a Christian Priest who wrote about the Sultan of the time in his travelogue.
His account mentions this incident briefly. What is interesting is that without knowing of the secret sending of the ships, the priest was already impressed with the character of the Sultan in his response to the Queen, as he stated;
“One or two anecdotes will put his character in its true light. During the year of famine in Ireland, the Sultan heard of the distress existing in that unhappy country; he immediately conveyed to the British ambassador his desire to aid in its relief, and tendered for that purpose a large sum of money.
It was intimated to him that it was thought right to limit the sum subscribed by the Queen, and a larger amount could not therefore be received from his highness. He at once acquiesced in the propriety of his resolution, and with many expressions of benevolent sympathy, sent the greatest admissible subscription.
It is well known that his own personal feeling dictated the noble reply of the divan to the threatening demands of Austria and Russia for the extradition of the Polish and Hungarian refugees. “I am not ignorant,” was his reply, “of the power of those empires, nor of the ulterior measures to which their intimations point; but I am compelled by my religion to observe the laws of hospitality; and I believe that the sense and good feeling of Europe will not allow my government to be drawn into a ruinous war, because I resolve strictly and solemnly to adhere to them.”
This is the true spirit of Christianity, and there is more it in the Mohammedan Sultan of Turkey, than in any or all of the Christian princes of Eastern Europe.”

It should be noted that this generosity and compassion occurred during the time of the supposed “downfall” of the Ottoman empire according to the Western Orientalists point of view, and Sultan Abdul Majid in himself is not counted as one of the greatest of Ottoman Sultans.
Furthermore the help was offered solely on the ground of charity to the Irishmen, considering that there was no request for help made from the British Empire who at that time ruled the whole of Ireland.
During that period of time more than a million people died out of hunger and millions became refugees. Most of these people were forced to escape to the US and also to other countries, where Irishmen initially occupied the bottom layers of society.

It was interesting to note that the Irish did not forget
 the hand of friendship that Turkey had extended to them. In the aftermath of the end of the first world war, when the Islamic Caliphate was being dismantled, Yahya Kemal Beyatli (d. 1958), a famous Turkish poet and a former ambassador, had an interesting memory from the signing of the Treaty of Lausanne, in which he participated as a reporter.
He recounts that while all the plenipotentiaries of the allied powers (The British Empire, France, Italy, Japan, Greece, Romania, and the Serb- Croat-Slovene State) voted in unison in opposition to Turkey, the representative from Ireland was an exception; in each vote, he raised his hand in favour of Turkey’s interests.
Beyatli noticed this unusual person, and could not help asking him the reason, the Irish representative responded with;
“I am obliged to do it. Not only I, but are all Irish men and women, When we suffered from famine and disease, your Ottoman ancestors shipped loads of food and monetary donations. We have never forgotten the friendly hand extended to us in our difficult times. Your nation deserves to be supported on every occasion.”
I studied the Great Famine and the Michael Collins inspired uprisings in Ireland as part of my GCSE history, but of course this fact was never mentioned.
A simple examination of the events surrounding this engagement will open anyone’s eyes to the high station of the character of the Khaleefah’s combined with their skilful ability to traverse political waters to achieve moral, Islamic ends.
How many more facts remain buried in the annals of history of the positive steps that have been taken by Muslims to contributing towards a fairer and just society and civilisation?

Every Christian knows the holiest places in Christendom are in Jerusalem. The holiest of all, the Church of the Holy Sepulchre, was erected in 325, over the site where it is believed Jesus was crucified, buried and rose from the dead.
Yet, few know that it is a Muslim who opens and closes the only door to this holiest of Christian sites.
In fact, it's two Muslims: one man from the Joudeh family and another man from the Nuseibeh family, two Jerusalem Palestinian clans who have been the custodians of the entrance to the Holy Sepulchre since the 12th century.
Every morning, at 4:30, Adeeb Joudeh travels from his apartment outside the walls of the Old City to bring the cast-iron key to the church, just as his father and his forebears did before him.
Once there, he entrusts the key -- looking like a 12-inch (30-centimeter) long iron wedge -- to Wajeeh Nuseibeh, who knocks at the gate to call the priests and the pilgrims who spend the night praying inside. From inside the church, a wooden ladder is passed through a porthole to help him unlock the upper part of the enormous door.
Then, he unlocks the lower one before handing the precious key back to Joudeh. The ritual is reversed every evening at 7:30, after hundreds of tourists and pilgrims have left the church.
During holidays, such as Holy Week, which culminates Sunday with the Christian Easter, the elaborate opening and closing ceremonies take place several times a day.
Why the elaborate ritual? As often happens in Jerusalem, a city holy to several peoples and religions, there are different versions to explain why two Muslim families hold the key to the holiest site in Christendom.
“After the Muslim conquest in 637, the Caliph Omar guaranteed the Archbishop Sophronius that the Christian places of worship would be protected and so entrusted the custodianship to the Nuseibehs, a family who originated in Medina and had had relations with the Prophet Muhammad,” said Nuseibeh, a retired 63-year old electrician, while waiting in a nearby cafe to carry out his duties at the Holy Sepulchre.
“It happened again in 1187, after Saladin ended the Crusader Kingdom of Jerusalem. He chose our family again to look after the peace between the different Eastern and Western Christian confessions, which were at odds over control of the Sepulchre," he said with a gentle smile, sitting next to his son, Obadah.
To this day, coexistence among the several Christian churches sharing the Holy Sepulchre is a delicate one. Catholic, Greek, Armenian, Coptic, Syriac, and Ethiopian Orthodox monks have resorted to fists more than once to defend their respective denomination’s rights and privileges in the church, as defined in an decree by the Ottoman Empire, known as the Status Quo of 1853.
Such impious brawls between clergy proved Saladin’s prescience 1,000 years ago, when the sultan sealed the second front gate of the church and entrusted control of the remaining entrance to neutral custodians.
Each Maundy Thursday since the end of the 19th century, the two Muslim families give the key to the Holy Sepulchre to the local Franciscan friars, for as long as it takes to walk to the church in a procession and to open the door after the morning liturgies. When those are completed, the friars return the key to the families.
This ceremony, which confirms in practice the validity of the Muslim families’ custodianship, is repeated with the Greek and Armenian communities, on Orthodox Good Friday and Holy Saturday, respectively.
For about 20 minutes, Joudeh ceded control of the only existing key to the Holy Sepulchre. While there is another key, it is broken and no longer used. The functioning key is normally kept in a small office attached to the church and is guarded by an employee of the Joudeh family.
“This key has seen Saladin and every generation of my family since 1187. To me, it’s an honor to be in charge of the holiest of Christian places," Joudeh said, while walking the cobblestoned alley leading to the Holy Sepulchre.

U.S. Military Averages More Than A Mission A Day In Africa

The numbers tell the story: 10 exercises, 55 operations, 481 security cooperation activities.
For years, the U.S. military has publicly insisted that its efforts in Africa are small scale. Its public affairs personnel and commanders have repeatedly claimed no more than a “light footprint” on that continent, including a remarkably modest presence when it comes to military personnel.  They have, however, balked at specifying just what that light footprint actually consists of.  During an interview, for instance, a U.S. Africa Command (AFRICOM) spokesman once expressed worry that tabulating the command’s deployments would offer a “skewed image” of U.S. efforts there.
It turns out that the numbers do just the opposite.

Last year, according AFRICOM commander General David Rodriguez, the U.S. military carried out a total of 546 “activities” on the continent -- a catch-all term for everything the military does in Africa.  In other words, it averages about one and a half missions a day.  This represents a 217% increase in operations, programs, and exercises since the command was established in 2008.
In testimony before the Senate Armed Services Committee earlier this month, Rodriguez noted that the 10 exercises, 55 operations, and 481 security cooperation activities made AFRICOM “an extremely active geographic command.”  But exactly what the command is “active” in doing is often far from clear.
AFRICOM releases information about only a fraction of its activities.  It offers no breakdown on the nature of its operations.  And it allows only a handful of cherry-picked reporters the chance to observe a few select missions.  The command refuses even to offer a count of the countries in which it is “active,” preferring to keep most information about what it’s doing -- and when and where -- secret.
While Rodriguez’s testimony offers but a glimpse of the scale of AFRICOM’s activities, a cache of previously undisclosed military briefing documents obtained by TomDispatch sheds additional light on the types of missions being carried out and their locations all across the continent.  These briefings prepared for top commanders and civilian officials in 2013 demonstrate a substantial increase in deployments in recent years and reveal U.S. military operations to be more extensive than previously reported.  They also indicate that the pace of operations in Africa will remain robust in 2014, with U.S. forces expected again to average far more than a mission each day on the continent.

U.S. troops carry out a wide range of operations in Africa, including airstrikestargeting suspected militants, night raids aimed at kidnapping terror suspects, airlifts of French and African troops onto the battlefields of proxy wars, and evacuationoperations in destabilized countries.  Above all, however, the U.S. military conducts training missions, mentors allies, and funds, equips, and advises its local surrogates.
U.S. Africa Command describes its activities as advancing “U.S. national security interests through focused, sustained engagement with partners” and insists that its “operations, exercises, and security cooperation assistance programs support U.S. Government foreign policy and do so primarily through military-to-military activities and assistance programs.”
 Saharan Express is a typical exercise that biennially pairs U.S. forces with members of the navies and coast guards of around a dozen mostly African countries. Operations include Juniper Micron and Echo Casemate, missions focused on aiding French and African interventions in Mali and the Central African Republic.  Other “security cooperation” activities include the State Partnership Program, which teams African military forces with U.S. National Guard units and the State Department-funded Africa Contingency Operations Training and Assistance (ACOTA) program through which U.S. military mentors and advisors provide equipment and instruction to African units.
Many military-to-military activities and advisory missions are carried out by soldiers from the Army’s 2nd Brigade Combat Team, 1st Infantry Division, as part of a “regionally aligned forces” effort that farms out specially trained U.S. troops to geographic combatant commands, like AFRICOM.  Other training engagements are carried out by units from across the service branches, including Africa Partnership Station 13 whose U.S. naval personnel and Marines teach skills such as patrolling procedures and hand-to-hand combat techniques.  Meanwhile, members of the Air Force recently provided assistance to Nigerian troops in areas ranging from logistics to airlift support to public affairs.
Previously undisclosed U.S. Army Africa records reveal a 94% increase in all activities by Army personnel from 2011 to 2013, including a 174% surge in State Partnership missions (from 34 to 93) and a 436% jump in Advise-and-Assist activities including ACOTA missions (from 11 to 59).  Last year, according to a December 2013 document, these efforts involved everything from teaching Kenyan troops how to use Raven surveillance drones and helping Algerian forces field new mine-resistant ambush protected vehicles, or MRAPS, to training Chadian and Guinean infantrymen and aiding France’s ongoing interventions in West and Central Africa.
AFRICOM spokesman Benjamin Benson refused to offer further details about these activities. “We do training with a lot of different countries in Africa,” he told me.  When I asked if he had a number on those “different countries,” he replied, “No, I don’t.”  He ignored repeated written requests for further information.  But a cache of records detailing deployments by members of just the 2nd Brigade Combat Team, 1st Infantry Division, from June through December 2013, highlights the sheer size, scope, and sweep of U.S. training missions.
June saw members of the 2nd Brigade Combat Team deployed to Niger, Uganda, Ghana, and on two separate missions to Malawi; in July, troops from the team traveled to Burundi, Mauritania, Niger, Uganda, and South Africa; August deployments included the Democratic Republic of Congo, Kenya, South Africa, Niger, two missions in Malawi, and three to Uganda; September saw activities in Chad, Togo, Cameroon, Ghana, São Tomé and Príncipe, Sierra Leone, Guinea, Uganda, and Malawi; in October, members of the unit headed for Guinea and South Africa; November’s deployments consisted of Lesotho, Ethiopia, Tanzania, Uganda, and Guinea; while December’s schedule consisted of activities in South Sudan, Cameroon, and Uganda, according to the documents.  All told, the 2nd Brigade Combat Team, 1st Infantry Division carried out 128 separate “activities” in 28 African countries during all of 2013.
The records obtained by TomDispatch also indicate that U.S. Army Africa took part in almost 80% of all AFRICOM activities on the continent in 2013, averaging more than one mission per day.  Preliminary projections for 2014 suggest a similar pace this year -- 418 activities were already planned out by mid-December 2013 -- including anticipated increases in the number of operations and train-and-equip missions.
Full-scale exercises, each involving U.S. Army troops and members of the militaries of multiple African countries, are also slated to rise from 14 to 20 in 2014, according to the documents.  So far, AFRICOM has released information on 11 named exercises scheduled for this year.  These include African Lion in Morocco, Eastern Accord in Uganda, Western Accord in Senegal, Central Accord in Cameroon, and Southern Accord in Malawi, all of which include a field training component and serve as a capstone event for the prior year’s military-to-military programs.  AFRICOM will also conduct at least three maritime security exercises, including Cutlass Express off the coast of East Africa, Obangame Express in the Gulf of Guinea, and Saharan Express in the waters off Senegal and the Cape Verde islands, as well as its annual Africa Endeavor exercise, which is designed to promote “information sharing” and facilitate standardized communications procedures within African militaries.
Additionally, U.S. and African Special Operations forces will carry out an exercise codenamed Silent Warrior 2014 in Germany and have already completed Flintlock 2014 (since 2005, an annual event).  As part of Flintlock 2014, more than 1,000 troops from 18 nations, including Burkina Faso, Canada, Chad, Denmark, France, Germany, Italy, Mauritania, the Netherlands, Nigeria, Norway, Senegal, the United Kingdom, the U.S., and the host nation of Niger, carried out counterterror training on the outskirts of Niamey, the capital, as well as at small bases in Tahoua, Agadez, and Diffa.  “Although Flintlock is considered an exercise, it is really an extension of ongoing training, engagement, and operations that help prepare our close Africa partners in the fight against extremism and the enemies that threaten peace, stability, and regional security,” said Colonel Kenneth Sipperly, the commander of the U.S. Joint Special Operations Task Force-Trans Sahel, during the Flintlock opening ceremony.
Locations, Locations, Locations
A 2013 investigation by TomDispatch analyzing official documents and open source information revealed that the U.S. military was involved with at least 49 of the 54 nations on the African continent during 2012 and 2013 in activities that ranged from special ops raids to the training of proxy forces.  A map produced late last year by U.S. Army Africa bolsters the findings, indicating its troops had conducted or planned to conduct “activities” in all African “countries” during the 2013 fiscal year except for Western Sahara (a disputed territory in the Maghreb region of North Africa), Guinea Bissau, Eritrea, Sudan, Somalia, São Tomé and Príncipe, Madagascar, and Zimbabwe.  Egypt is considered outside of AFRICOM’s area of operations, but did see U.S. military activity in 2013, as didSomalia, which now also hosts a small team of U.S. advisors.  Other documents indicate Army troops actually deployed to São Tomé and Príncipe, a country that regularly conducts activities with the U.S. Navy.
AFRICOM is adamant that the U.S. military has only one base on the continent: Camp Lemonnier in Djibouti.  Official documents examined by TomDispatch, however, make reference to bases by other names: forward operating sites, or FOSes (long-term locations); cooperative security locations, or CSLs (through which small numbers of U.S. troops periodically rotate); and contingency locations, or CLs (which are used only during ongoing missions).
AFRICOM has repeatedly denied requests by TomDispatch for further information on the numbers or locations of FOSes, CSLs, and CLs, but official documents produced in 2012 make reference to seven cooperative security locations, including one in Entebbe, Uganda, a location from which U.S. contractors have flown secret surveillance missions, according to an investigation by the Washington Post.  Information released earlier this year by the military also makes references to at least nine “forward operating locations,” or FOLs in Africa.
We Know Not What They Do
“What We Are Doing,” the title of a December 2013 military document obtained by TomDispatch, offers answers to questions that AFRICOM has long sought to avoid and provides information the command has worked to keep under wraps.  So much else, however, remains in the shadows.
From 2008 to 2013, the number of missions, exercises, operations, and other activities under AFRICOM’s purview has skyrocketed from 172 to 546, but little substantive information has been made public about what exactly most of these missions involved and just who U.S. forces have trained.  Since 2011, U.S. Army Africa alone has taken part in close to 1,000 “activities” across the continent, but independent reporters have only been on hand for a tiny fraction of them, so there are limits to what we can know about them beyond military talking points and official news releases for a relative few of these missions.  Only later did it become clear that the United States extensively mentored the military officer who overthrew Mali’s elected government in 2012, and that the U.S. trained a Congolese commando battalion implicated by the United Nations in mass rapes and otheratrocities during that same year, to cite two examples.
Since its inceptionU.S. Africa Command has consistently downplayed its role on the continent.  Meanwhile, far from the press or the public, the officers running its secret operations have privately been calling Africa “the battlefield of tomorrow, today.”
After years in the dark, we now know just how “extremely active” -- to use General David Rodriguez’s phrase -- AFRICOM has been and how rapidly the tempo of its missions has increased.  It remains to be seen just what else we don't know about U.S. Africa Command’s exponentially expanding operations.
